Even if fans are given new My Hero Academia content every now and then, it is highly unlikely to be of this significance, especially in regard to the relationships of the main characters in the story. At the end of the My Hero Academia manga, fans were left rather confused because of the path that Izuku and Ochaco took. Ever since the beginning of the story, both of them were observed to be close to each other. Even though they have not fought many battles together, they have always maintained a deep care and compassion for each other. Even when Deku was Quirkless, Ochaco was never anything but nice to him. At the same time, fans also know that Deku always harbored feelings of great love and appreciation for Ochaco. Deku clearly stated in the end that Ochaco was his hero too and that he would always be there for her, providing a helping hand whenever she needed. Once Toga helped Ochaco unravel her true feelings, fans knew that the relationship between Deku and her could take a turn.

While it certainly did and there was a positive step taken by the author towards building something stronger, it didn't result in much, because all that happened was Deku and Ochaco reaffirmed to themselves their feelings for the other person, show care and support to each other, and acknowledge each other's trauma resulting from the battles that they fought in the Final War Saga. Other than that, not much happened in My Hero Academia's Final Saga in regard to these two characters. While, in a way, Deku calling Ochaco his hero can be considered to be a massive deal, given that it puts special importance on her character, it can still not be considered to be an official start of a relationship.
This is especially the case because as fans know, Deku and Ochaco started growing apart following the conclusion of their time in UA and Ochaco's resumption of duties as an official Hero and Quirk Counselor. Meanwhile, Deku did not get enough time to hang out with his fellow heroes, especially due to his being busy with his work schedule at school.

Once again, Toga appears to remind Ochaco that she is not living for herself and hiding her true feelings. At first, Ochaco struggled to make sense of what was happening in her dreams, but, as the chapter unraveled, things became clearer to her.

At the same time, Deku was also reminded of the fact that he always lives for other people and, at the same time, doesn't put special importance on anyone else. To Deku, most people are equal and he cares about them equally as well. However, once again, in this case, Deku changes the way he thinks by the end. As U.A.’s Class 1A finally had their own party after way too long, special attention was put on Deku and Ochaco. Close to the end of the chapter, it appeared as if no significant progress would be made in regards to their relationship. After all, Ochaco started going her own way and once again reminded herself that the way their relationship has grown recently is more than enough for now.

However, Deku took a very brave step towards the end of My Hero Academia chapter 431, where he sought out Ochaco and told her specifically that he loves everyone and cares deeply about them. Ochaco, during this time, is given a nod by Toga on the inside, finally listening to her own feelings of love for Deku and giving in. She reaffirms to Deku her feelings by saying that she feels the same way and, at the end of the chapter, both can be seen blushing due to this new romantic step in an exciting direction. As Deku and Ochaco hold hands in the last panel of the chapter, it is clear that this marks the beginning of their official relationship.

It can be safely said that Deku and Ochaco are officially dating now. Of course, the author doesn't show them dating, but fans cannot expect to see that just yet, because their actual relationship has only just started. Deku is very clear to Ochaco that she is special to him and that he sees her more than a friend, when compared to the others, and Ochaco reciprocates these feelings as well. The final sign at the end of the chapter, where these two hold hands, is once again a clear implication that they have now moved their relationship to the next level.

Of course, there is no official label put on this relationship by the author yet, but not everything needs to be spoon-fed to the fans. Based on how this chapter wrapped up, it is clear that Deku and Ochaco are now officially dating and at some point in the future, they should be expected to be married. If My Hero Academia does get another chapter in the future, fans will definitely see Deku and Ochaco having moved their relationship even more, potentially even being married already. Of course, not all fans, especially the shippers, are going to be happy with this ending, but it is something that both of these characters deserve.
